I did search and found this: and what it says about setting up ddraw sounds very familiar to me, I think I followed those exact steps. I use it to play Mental Omega mainly, bur standard RA2 works fine also. So I'm away from home at the moment and will be for another 2 weeks or so, so can't check anything specific, but I don't remember ir being a problem to setup.
